 No Objection Letter for J visa waiver

My friend is in USA on J1 visa and needs a "No Ojection Letter" from Nepal for the J visa waiver in order to change the visa and file for green card this year.

What is the step by step procedure for this?

Who has to have this letter for the waiver?

From where in Nepal can it be obtained?

Any form of sample letter?

Please share your experience in this thred. I am sure there are many our here in the similar situation.

well, if your friend came here under nepal government funding or fulbright or eastwest fellowship and has 2 years of home residency requirement, its very difficult to get no objection letter.  no objection letter will be send by our nepal embassy in DC. 

if your friend came here in self finance, then he should be able to get one from embassy.  i believe they will send this no objection letter directly to the office who has requested it.  should be sealed.
