I think the prerequisite for H1B is having four yrs of college. If you are a masters student, then yes cause u already have 4 yrs of undergrad under ur belt.

Yes, provided you have a 4 year US bachelor degree or foreign equivalent, you can file for H1B anytime while the quota remains. If the quota has expired, you can always file in between April & Sept for the next fiscal year beginning in Oct.
