सरकारी खर्चमा पढ्न गएकाहरु नफर्केमा कारवाही

राष्ट्रले प्रदान गर्ने छात्रवृत्ति कोटा अन्तर्गत विदेशमा अध्ययन गर्न गएकाहरुमध्ये अधिकांश नफर्केपछि सरकारले त्यस्ता विद्यार्थीहरूलाई जरिवाना गर्ने जनाएको छ।

शिक्षा मन्त्रालयका प्रवक्ता लवप्रसाद त्रिपाठीका अनुसार विदेशमा अध्ययन गर्न गएका तर नफर्केका विद्यार्थीहरुका परिवारबाट जरिवाना असुल गरिने छ। प्रवक्ता त्रिपाठीले भन्नुभयो, “ अध्ययन पूरा गरेर नेपाल नफर्केका वा मन्त्रालयको सम्पर्कमा नआएकाहरूबाट छात्रवृत्तिमा अध्ययन गर्दा लागेको सम्पूर्ण खर्च र कुनै किसिमको अनुदान तिर्नुपर्ने भए सो बराबरको जरिवाना गरिनेछ।” मन्त्रालय कारबाही अगाडि बढाउने तयारीमा रहेको जानकारी प्रवक्ता त्रिपाठीले दिनुभयो। यसबारे जानकारी गराएपछि पनि बेवास्ता गरिरहे त्यसरी गएकाहरुका परिवारबाट जरिवाना असुलिने प्रवक्ता त्रिपाठीले बताउनुभयो।
सरकारद्वारा हालै जारी गरिएको शिक्षा अध्यादेशमा सो व्यवस्था गरेपछि मन्त्रालयले कारबाही अगाडि बढाउन लागेको हो। यद्यपि, मन्त्रालयमार्फत छात्रवृत्तिमा विदेश अध्ययनका लागि कति गए र कति उतै बसे भन्ने स्पष्ट तथ्यांक सरकारसँग छैन। प्रवक्ता त्रिपाठीका अनुसार उच्च तहका सरकारी कर्मचारीका छोराछोरीको संख्या त्यसमा अधिक छ। सरकारले हालै शिक्षा सम्बन्धी नयाँ शिक्षा अध्यादेश जारी गरी शिक्षा मन्त्रालयको स्वीकृतिबिना विदेश अध्ययनमा जान नपाउने व्यवस्था गरेपछि यसबाट वास्तविक विद्यार्थीलाई बढी फाइदा हुने मन्त्रालयको दावी छ।

Every now and then, we get to hear that the government will be taking actions on those who went to study abroad on a scholarship to study but decided not to return to work in Nepal upon completion of their study.

Those scholarships were arranged through a sponsoring country or through a plan keeping in the manpower needs of the country.

Among the prominent defaulters are doctors and engineers. The often heard grievance from this lot is that there is the lack of proper environment in Nepal, or in a village, and therefore they would not like to return to practice their skills or would like to stay abroad.
When they were running to obtain a scholarship, often jumping off the line if one had a source and force, they very well knew the country’s situation. Why the lame excuse now. The country’s health care system at the thousand of health posts and sub health posts are manned b a peon. The health ministry has virtually relinquished the health service delivery system in the hands of the donors funded projects. The health ministry, particularly the senior officials, is only engaged in out of country travel, saruwa, baduwa and chaplusi and serving the needs of elite and affluent class in the main cities. They travel more out of country than visiting a district or a health post. You ask a senior health ministry official and he or she has never been to a health or sub health post in last ten years or so. They are more into a WHO or a donor sponsored travel or a consultancy out of country than making a visit to understand the needs of a clinic in a village. They are more into visiting a seminar or a workshop where they receive a fat envelope for attending the workshop as well as food and cocktails.

About the engineers? civil or electric, less said about this lot is better. If an earthquake strikes the valley, I don’t know if anyone of them will find a place to hide their faces, much less about their wealth, as there is bound to cause more fatality from the faulty construction of the buildings they approved in Kathmandu. The Nepal Electricity Corporation is run by those who have no ethics or morality. How much bribe can you eat?

Even if Nepal is saved from the continuing exploitation of the monarch and his henchpeople, and cruelty of the Maobadis, these scholarship walas and their relatives are out to do us a great harm.

I can guarantee that no action will be taken against those scholarship defaulters. Why? because they form the ruling elites and so and so’s afno manchhe.

No leader is born in Nepal yet who has a vision. All those people who got the opportunity to become prime ministers and ministers again and again, they have sold their soul a long time back. They are not leaders. At the look of these leaders, I get a vomiting sensation, be it Giri, Bista, GPK,LokendraBahadur, Suryabahadur, BhikhBahadur to SherBahadur, Makune, Prachanda, Gyane, Bamdev or anyone in the last 40 or so years in the name of democracy. They have ruined Nepal so much that they have no place even in hell. They all have lost their right to govern. They all stink so bad.

Could we have a list of defaulters? Can someone please mention it to Kanak Dixit when
he is in New York next week?

It would be great if Himal Khabarpatrika(HKP) could publish the names as part of their follow up on this newsitem.

By the way, HKP is still to publish the names of those government employees who used the fake certificates to enter into a government or government run organisation job (civil, army, police and teaching)and get a promotion.

Investigative journalism and and a follow up on a story is rare in Nepal but HKP is a quality newsmagazine to work on these both areas. Haina ta?

No matter how tough laws are brought, the implementation part is very week in the context of Nepal, so the problem is not going away anyway.

The people will sneak their way around to abuse the system somehow. After all nataa-baad, cripa-baad, afno-manche, chineko-manche etc come in the way of those laws. I wont be surprised at all if the laws fails.

namaste ch ahai sabai lai, yup it's extremely sad to see all these scholarship aid that is given so that the people educate themselves and serve their country, but instead you know what happens ,it is all the cycle you know people alway go where there is an opportunity and like an prominent US official said the best way to check illigal immigration from the south of the border is not border patrol, but to improve mexico's economy so that more opportunities are created and people will be less tempted to come to the states. the same principle applies to any country including ours so unless nepal has good opportunities the outflow of knowledge ans skill is always going to happen. it's a cycle that someone should dare break

यहा त अफ्नो के कुरा गर्नु, तै पनि धेरै नेपलि को कथा सङ मिल्छ, जस्तो लाग्छ। यहा आइयो भाडा मझियो, रात रात भरि पढियो, बल्ल बल्ल केहि सहुलित पाइयो अनि बल्ल पडाइ सकियो।
अब नेपाल् बाटनै scholarship लियेर आउने, अनि येतै बस्ने हो भने scholarship के काम्। यो नियम् एक्दम ठिक छ। यस्लाई कडा सङ implement गर्नु पर्छ।

If you know anyone who got scholarship from governemtn and is not returning to Nepal but enjoying in USA and Canada, please buy some dog belts, wear it around their neck and take them to the nearest Nepalese embassy or police station. You can slap and kick them once or twice on the way. They are traitors.
