 Gulf air & Virgin Atlantic baggage policy

Flying to from DC to KTM and KTM to DC via Gulf airlines and confused about the baggage policy. Virgin Atlantic is my DC to London connection and I am told that the new baggage policy only allows one checked in+ 1hand carry in Virgin contrary to Gulf air’s 2 checked in+1 hand carry. Does that mean I am allowed only one checked in or do I get to take two since Gulf is my primary? How about while returning does Gulf’s baggage policy kicks in all the way (two checked in)or do I have to pay extra from London to DC???
