Hello Sajha Basi,
Does any one have recent experience on I-130, US Citizens filling for spouse, parent or children under 21 in terms of processing times? How long it takes for Vermont Service Center to process for approval once they receive the petition? And once it is approved, how long it will take to forward the petition to US Embassy, Kathmandu? Sharing your experience is greatly appreciated.

You sure you should send your I-130 to Vermont Service Center? coz I heard that currently they are asking to send I-130 to their field office.
for the processing time, you can also have an idea from their website uscis.gov

Yeah, my region is handled by Vermont Service Center. The update on website is not accurate in terms of timely update.
